§ 2-4-94. Exceptions.

  • (a)

    Any vehicle properly displaying a valid annual or seasonal pass, a valid temporary daily parking permit, receipt or pass, or a valid staff parking pass shall be allowed to park in a parking space in a regulated parking zone without payment of any parking fee for that space; provided that any applicable fees for such parking pass have been paid, all requirements for the use of such parking pass have been met, and the vehicle is properly parked in such space.

    (b)

    Both annual and seasonal passes be available for purchase from the Charlotte County Community Services Department, and may be obtained at any department recreation center and at such other locations as the director of the department may designate. Annual passes shall be valid when purchased for a period of one (1) year from that date, whereas seasonal passes shall be valid in either three- or six-month increments, the dates of which may be determined at the time of purchase.

    (c)

    Temporary daily passes shall be valid when issued by the director of the parks, recreation and cultural resources department, or his/her designee, and shall be obtained at any department recreation center or at such other location as the director of the department may designate from time to time, and when displayed in a manner designated by the director of the department on a vehicle properly parked in a regulated parking zone. Temporary daily passes shall only be valid for the date and time indicated on the pass.

    (d)

    Parking passes shall be valid when in the form approved by the community services director or his/her designee and when displayed in a manner designated by the director of the department on a vehicle properly parked in a regulated parking zone. Staff parking passes shall only be valid only while the user thereof is performing work for the county within the scope of his/her employment. Any staff parking pass shall be invalid upon termination of the holder's employment with the county and, if requested, shall be surrendered to the parks, recreation and cultural resources department.

    (e)

    Any person using a parking space in an area designated as a regulated parking zone while such area provides parking for a polling place during elections shall not be required to pay any fee for using such parking space.

    (f)

    The county administrator, or his/her designee, may waive the requirement of payment of any parking fees for any regulated parking zone for a special event; provided, however, that the county administrator, or his/her designee, provides written notice to any parking enforcement officials at least twenty-four (24) hours before the commencement of such special event.
