§ 1-11-24. Same—Prerequisites to issuance.

  • Prior to obtaining a license under this article, each applicant shall show proper evidence to the county commission, or its authorized representative, that the following facilities will be provided for each day of the outdoor festival:

    (1)

    The location at the outdoor festival site of first aid stations, at the ratio of one (1) first aid station per one thousand (1,000) persons expected in attendance. Each first aid station shall be manned by adequate certified personnel and a licensed physician;

    (2)

    Sufficient sanitary toilet facilities to provide one (1) such facility per one hundred (100) persons in attendance, with separate facilities for men and women, which shall be located within two hundred (200) feet of the outdoor festival site;

    (3)

    Adequate provision of trash receptacles and disposal of all trash and debris by a franchised or other authorized collection service;

    (4)

    Adequate fire protection for the outdoor festival;

    (5)

    Coordination of law enforcement and traffic-control with the county sheriff's department. The applicant shall file with the county commission, or its authorized representative, an agreement to compensate the sheriff's department for additional law enforcement or traffic-control personnel if required; and

    (6)

    Written approval by the county health department and the county sheriff's department of the applicant's compliance with all health requirements and adequate provision for the safety and welfare of the participants, persons in attendance and the community.
