The counties of Lee, Charlotte, Sarasota, and Manatee, be and the same are hereby
created into and incorporated, for the purposes of this act [this article], into a
special tax district of the State of Florida known as the "West Coast Inland Navigation
District," hereinafter [in this article] referred to as the district. Such district
shall function and operate by and through its board of commissioners, hereinafter
[in this article] referred to as the board.
