The purpose of the unit is to promote the common interest of the people of the county
to provide for the effectuation of trash, garbage, recycling, and yard waste collection
and disposal through the levy of a special assessment against residential units for
the provision of trash, garbage, recycling, and yard waste collection and disposal,
and provide the means for the determination of service charges to be collected from
commercial and industrial operations within the unit, which charges cannot, because
of varying needs and benefits, be made the subject of a special assessment, and to
promote the health, welfare and safety of the citizens and residents of the unit by
providing adequate trash and garbage collection and disposal through the regulated
services of a franchisee chosen because of proved ability to protect the health and
welfare of the citizens of the unit by the most economical means.
