It is the intent and purpose of the county to promote the public health, safety, and
welfare by providing for the placement and maintenance of communications facilities
in the public rights-of-way within the county; adopting and administering reasonable
rules and regulations not inconsistent with state and federal law, including, but
not limited to, F.S. § 337.401, as may be amended from time to time; the Communications
Act of 1934, as amended; and other state and federal laws; establishing reasonable
rules and regulations necessary to manage the placement or maintenance of communications
facilities in public rights-of-way by communications services providers; and minimizing
disruption to the public rights-of-way. In regulating the county right-of-way, the
county shall be governed by and shall comply with all applicable federal and state
laws.
