The purpose and intent of this article is to establish standards whereby all dumpsters,
compactors, recycling dumpsters and other solid waste containers shall be sited on
a property or placed within a screened enclosure such that, as much as possible, neither
the dumpster, compactor, recycling dumpsters nor their contents are visible to the
general public.
