The county hereby delegates to the franchised cable operator the authority to promulgate
such rules, regulations, terms and conditions of its business as shall be reasonably
necessary to enable it to exercise rights and perform its services under this article
and the rules of the FCC and to assure uninterrupted service to each and all of its
subscribers. Such rules and regulations shall not be deemed to have the force of law.
(b)
A copy of any and all rules, regulations, terms and conditions adopted by the franchised
cable operator for the conduct of its business shall be filed with the county, and
a copy shall also be available for public inspection at the office of the franchised
cable operator.
